L.A. Declares ‘State of Emergency’ on Homelessness

Los Angeles declared a state of emergency on homelessness on Tuesday in response to the growing crisis with Mayor Eric Garcetti and the Los Angeles City Council proposing to spend at least $100 million in the next year on housing and other services.
